EWMI is pleased to announce the addition of David Tolbert to its Board of Directors.

Tolbert is a highly regarded international human rights lawyer and former war crimes prosecutor, with a distinguished record of leadership and innovation. He is currently at Georgetown Law School where he was appointed to the Father Drinan Chair in Human Rights and teaches classes on human rights and accountability.

A leading expert on international criminal justice, humanitarian law, and the International Criminal Court, Tolbert previously served on the UN Tribunals for Lebanon, Cambodia and the Former Yugoslavia. In 2010, Tolbert was appointed president of the International Center for Transitional Justice (ICTJ) and led ICTJ’s efforts to address transitional justice issues throughout the world. In 2018, Tolbert left ICTJ when he received a Ford Foundation Fellowship to join the Sanford School of Public Policy at Duke University as a Visiting Scholar.

Tolbert is also well-versed with EWMI’s major donors—USAID and DOS—having served for three years as the director of ABA’s Central European and Eurasian Law Initiative (ABA-CEELI).

Early in his career, Tolbert practiced civil and criminal litigation in the United States. He earned his LL.M. with distinction in International Law from the University of Nottingham, in the UK and his J.D. from the University of North Carolina, Chapel Hill. He has published over 40 scholarly and other writings on international criminal justice, transitional justice, and rule of law issues.
