East-West Management Institute, Inc. (EWMI) invites applications by international and national experts for the Chief of Party position as part of EWMI’s proposal for the upcoming five-year USAID/Armenia Promoting Human Rights in Armenia (PHRA) Activity. The Activity will promote human rights and fundamental freedoms in Armenia by preventing, responding to human rights violations, and enhancing rights protection. This is a long-term position and offers a generous benefits package. The assignment is expected to start in September 2024.

Chief of Party

Overall responsibilities:

The Chief of Party (COP) is the key leadership role for this Activity and will be responsible for managing all aspects of the program including meeting the objectives of the Activity while providing overall technical, administrative, operational, and logistical management. The COP will act as the principal liaison between USAID/Armenia, government, partners, human rights and civil society organizations. The COP will also be responsible for overseeing the day-to-day management of programmatic staff. The COP will provide mentorship and training, as needed, for all national staff.

Required qualifications

  • Minimum of a Bachelor’s degree in political science, public administration, international relations, organizational development, plus at least 10 years of relevant experience working on human rights, civil society, and/or other democracy and governance programming. Master’s degree preferred.

Desired qualifications

  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Proven senior experience working with human rights, media and civil society organizations, particularly those supporting marginalized and underrepresented populations.
  • Prior work experience in the Caucasus, Central Asia, or Eastern Europe (preferably within Armenia).
  • Proven senior management experience on human rights and civil society projects, gender mainstreaming and working in a multi-cultural environment. Previous COP experience preferred.
  • Demonstrated understanding of and commitment to approaches and strategies advocating for human rights.
  • Demonstrated skills in leadership, mentoring, motivation and supervision of multicultural teams within a dynamic setting.
  • Familiarity with USAID regulations and policies.
  • Demonstrated ability to cultivate relationships with civil society organizations as well as government officials across multiple sectoral ministries.
  • Excellent oral and written communication and interpersonal skills in English. Fluency in Armenian preferred.

The East-West Management Institute, Inc. (EWMI), a not-for-profit organization engaged in strengthening civil society and promoting the rule of law around the world, is recruiting a paid part-time Communications Intern to work in its New York City or Washington, D.C. headquarters and assist EWMI with writing, social media support, and general communications tasks. This internship will begin in January 2024.

Responsibilities:

The Communications Intern will be responsible for undertaking the following activities:

  • Assist in writing, editing, and proofreading outreach pieces for external posting, newsletters, factsheets, and the EWMI website;
  • Draft engaging written, image-based, and video content for priority social media platforms that showcase EWMI programs and activities, thought-leadership, and best practices;
  • Monitor social media trends and best practices to propose innovative ideas for possible content and engagement strategies;
  • Contribute ideas for upcoming social media campaigns and content themes; help maintain a content calendar to ensure timely and consistent posting on various social media platforms; and assist leadership to develop an organization-wide media strategy;
  • Assist in monitoring the performance of social media posts, videos, and other content, and provide insights through analytics tools; and
  • Other related duties as required.

Qualifications:

  • Strong writing and editing skills, particularly for social media content, with sound judgment;
  • Excellent computer skills, including knowledge of social media platforms such as Facebook, LinkedIn, X, Instagram, and YouTube and graphic design tools such as Adobe Photoshop and Canva;
  • Strong ability to multi-task in a fast-paced team environment;
  • Demonstrated interest in international development and sensitivity to political, cultural and national differences and adaptability to multicultural environments;
  • Fluency in English required; knowledge of another language is a plus;

Responsibilities:

The MEL Intern will be responsible for undertaking the following activities:

  • Review qualitative and quantitative data from past programs using paper-based tools as well as relevant online platforms and enter relevant MEL data into EWMI databases in order to capture past impact and successes.
  • Contribute to the preparation of project activity summaries capturing qualitative and quantitative data.
  • Assist EWMI leadership and staff with data processing and analysis and support data management and data collection for current programs.
  • Assist in the collation of quantitative and qualitative studies.
  • Complete assigned administrative tasks, such as conducting secondary research.
  • Perform other related duties as required.

Qualifications:

  • Current graduate student with good knowledge and understanding of international development.
  • Demonstrated research ability and experience in international development.
  • Knowledge and understanding of Monitoring, Evaluation and Learning.
  • Strong computer skills; experienced in working with Microsoft Office; excellent communication, inter-personal and teamwork skills.
  • Complete fluency in English with strong written and verbal communication skills are required. Knowledge and ability to work in another language desirable.
  • Prior office experience is desired.

The Activity will work to address the following objectives:

  1. Strengthen structures facilitating social cohesion, reconciliation, and respect for human rights;
  2. Reduce socio-economic disparities and exclusion of vulnerable communities;
  3. Enhance community resilience.

These are full-time, long-term positions based in Colombo, Sri Lanka, and offer competitive compensation and benefits. These assignments are contingent on donor approval and funding, and are expected to start around July 2024.

The East-West Management Institute, Inc. (EWMI), a not-for-profit organization engaged in strengthening civil society and promoting the rule of law around the world, is hiring Rule of Law Experts for short-term (3-6 week) assignments in Eastern Europe, the former Soviet Union, and/or Asia. 

Position Description: EWMI is seeking a variety of rule of law experts, as follows:

  • Judicial Reform Experts: With experience in reforming the work of judicial councils, judges associations, and judicial training institutes.  Experts needed in the areas of judicial appointment, promotion, and discipline; judicial ethics; assessing judicial performance; promoting judicial independence; promoting judicial transparency and accountability; improving access to justice; and the design and delivery of judicial training initiatives in a broad spectrum of topics, including ethics, legal reasoning and writing, and gender equality, among other issues.  Experts also sought in designing and administering judicial appointment examinations.
  • Court Administration Experts: With experience in court management and budgeting; resource allocation; change management; case distribution, including the design and use of case weighting methodologies; caseload management and backlog reduction; use of information technology, including automated case assignment and case management systems; human resource management; public outreach and media affairs; audio and video recording of proceedings; improving access to courts; promoting improved coordination among various justice sector agencies and personnel (courts, prisons, process servers, experts, etc.); and the design and delivery of training programs for non-judicial court personnel, including on ethics, management, and backlog reduction.
  • International Human Rights Lawyers: With knowledge of UN and regional human rights standards and/or experience in the use of strategic litigation and other methods to promote compliance with such standards; experience in training judges, prosecutors, lawyers and law students on international and comparative human rights; and experience in training and mentoring lawyers, bar associations, and civil society organizations on protecting fundamental human rights such as on right to counsel, freedom from torture, gender equality, non-discrimination, etc.
  • Bar Reform Experts: With experience in strengthening the capacity of bar associations and similar groups to advocate for equality of arms, protect human rights, and promote the rule of law. Experts also sought in the design and delivery of continuing legal education programs, in particular (but not limited to) regarding ethics, legal writing and reasoning, advocacy skills, gender equality, etc.  Experts also sought in designing and administering bar examinations. 
  • Alternative Dispute Resolution (ADR) Experts: With experience in promoting the use of alternative dispute resolution methodologies, including mediation (court annexed or otherwise) and arbitration in civil, commercial, and criminal (plea bargaining) cases.  Experience needed in particular in the design of such systems; training judges, lawyers, and other court staff on the ethical usage of ADR; and public outreach and education concerning the benefits of ADR. Experts also needed in the use of traditional dispute resolution methods, and in conforming such to modern human rights requirements, and ensuring coordination with formal justice systems.
  • Enforcement of Judgments Experts: With experience in designing efficient systems for enforcing civil and commercial judgments, including through privatized systems, improved public systems, or hybrid systems.  Experts needed for training bailiffs, lawyers, and judges on systems and methodologies for enforcing judgments.
  • Access to Justice Experts: Legal experts needed to design approaches to improving access to justice for citizens, in particular for the indigent.  Specific expertise needed in the operations of legal aid agencies, such as hiring, promoting, and training legal aid lawyers; the role of civil society organizations in providing legal aid; the role of traditional dispute resolution in providing justice; overcoming physical barriers to courts; and public outreach and education concerning citizens’ rights.

Experts will be hired as consultants for short-term (3-6 week) assignments that require overseas travel. International development experience is preferred.
